The remote pilot is the person who actually controls the drone's flight — manipulating the controls or supervising an automatic flight — and is directly responsible for its safe conduct. Unlike the operator, who answers for the activity as a whole, the pilot answers for the specific flight.
The pilot must hold the competency required by the subcategory: A1/A3 proof of completion or the A2 certificate. UAS.OPEN.060 also sets the practical duties — checking the drone and surroundings before flight, keeping visual line of sight (VLOS), and always giving way to manned aircraft.
