CAA Latvia — Insurance Requirements for UAS

Under EU Regulation (EU) No 785/2004 and Latvian law, all UAS operators are required to hold third-party liability insurance before conducting any flight operations.

Who must hold insurance

Any natural or legal person operating a UAS in Latvia — including hobby pilots — must hold third-party liability (civil liability) insurance that covers the operation. The requirement applies regardless of UAS mass or category.

Minimum coverage

The minimum coverage amount is set by Regulation (EU) No 785/2004 based on the maximum take-off mass (MTOM) of the UA:

For most hobby and commercial drones (< 25 kg), 100,000 SDR applies.

How to obtain insurance

Insurance may be obtained from:

  • Latvian insurance companies offering aviation/drone liability products
  • Dedicated drone operator insurance providers (available online)

Some drone manufacturers or associations include liability insurance in membership packages.
