An operational authorisation is the document by which the national aviation authority — in Latvia, the Civil Aviation Agency (CAA) — permits a particular specific-category operation. It is based on the SORA risk assessment prepared by the operator, which the authority evaluates before deciding.
The authorisation is not a simple yes or no: it states the specific conditions, mitigations and limits under which the operation may be flown. The operator must fly exactly within the boundaries described in the authorisation — stepping outside them means operating without a valid authorisation.
