The LUC (Light UAS operator Certificate) is an organisation-level certificate for UAS operators working in the specific category. Unlike a pilot's certificate, it attests not one person's knowledge but the maturity of the whole organisation: its procedures, safety management and ability to assess the risk of its own operations.
A LUC holder may be granted privileges to self-assess risk and authorise its own operations — without filing a separate authorisation application with the authority for each operation. This pays off for operators flying frequently and at scale in the specific category.
