The EASA Easy Access Rules for UAS is a consolidated, freely accessible document that combines Regulations (EU) 2019/947 and 2019/945 with the accompanying Acceptable Means of Compliance (AMC) and Guidance Material (GM). It is the most practical single reference for understanding how EU drone law applies in practice.

What it contains

  • Full text of Regulation (EU) 2019/947 (operations rules)
  • Full text of Regulation (EU) 2019/945 (technical requirements)
  • AMC and GM for each article — explanatory notes that clarify how to apply the rules
  • Cross-references between provisions
  • Latest consolidated version includes amendments through 2024

Acceptable Means of Compliance (AMC)

AMC documents describe methods that, when followed, are accepted by the competent authority as demonstrating compliance with the regulation. They are not mandatory — operators may use alternative means, but must demonstrate equivalent compliance.

Guidance Material (GM)

GM provides non-binding explanations and examples to aid understanding and uniform application of the rules. GM documents do not impose obligations but help interpret regulatory intent.

How to use it

For exam preparation, the Easy Access Rules document is the most convenient reference because:

  • Regulations and guidance appear side by side
  • Article references (e.g. UAS.OPEN.060) are used directly in exam questions
  • Free to download from the EASA document library

Always download the latest version from the EASA document library — the document is updated as amendments are adopted.
