Can I fly a drone over roads in Latvia?

A road is not automatically a drone no-fly zone in Latvia. The risk is what happens below the drone: cars, buses, cyclists and pedestrians cannot realistically react to a falling aircraft.

CAA Latvia's local conditions say flights over vehicles in traffic should be avoided where possible. Treat that as the planning rule. A brief road crossing may be acceptable when the airspace is legal and the route is the shortest safe option. Hovering above moving traffic for a cinematic shot is a different risk profile.

Before flying, check airspace.lv/drones for the exact road section. If the area is inside a UAS geographical zone, file the required notification or authorisation request in UASIS. Keep the drone in VLOS and below the Open-category height limit.

Plan from the side, not above traffic. Use a parking area, field edge or other safe take-off point. Cross roads at a right angle, keep the overflight short, and avoid filming identifiable people or vehicle plates unless you have a clear reason and lawful basis.
